Add 4 cups of water in a large pot and put the potatoes in. Bring to a boil, and cook until they are tender. Check to see if ready by seeing if a fork comes out easily when poking the potatoes. This will be roughly 20 to 25 minutes.
Drain, and mash with a potato masher. Mix in the milk while using the masher or an electric mixer until light and fluffy or desired thickness and until all the lumps are gone. Add the yogurt and chives and stir. Add salt and pepper to taste.
